Synopsis:
A group of billionaires from across the globe are creating a set of floating cities in international waters of the South Pacific. The cities follow the iceberg concept where only ten percent of the mass is at sea level. Alana is a well known oceanologist who has lost federal funding for her major study on humans living in sea dwellings. The newly established United Global Nation government has interests only in destroying sovereignty of all nations and redistributing wealth. Alana lost all her possessions, is now unemployed and living with her mother in a Chicago apartment which has been marked for demolition. In her former position, Alana had high-level contacts throughout the world. One of those contacts is Marcus Payne, a reclusive and secretive billionaire. Learning of her current situation at a party to which he has invited Alana, Marcus recruits her to help establish the first of the floating cities. Alana must overcome many obstacles, including sabotage and threats from the UGN, to help keep Gadeirus City afloat.
